Dahlem IV Wind Farm
The Dahlem IV Wind Farm is DunoAir’s second project in the municipality of Dahlem, located on both private and municipal land. Most turbines are situated on municipal land. After discussions with air traffic control, we identified a zone north of the Dahlemer Binz airfield where turbines can be installed without disrupting flight paths, balancing aviation needs with our goals.
In July 2016, we submitted the application under the Federal Immission Control Act, receiving approval in December. Construction began shortly after, with five foundations and three towers erected. Progress was temporarily halted due to a lawsuit by NABU.
After the Aachen Administrative Court ruling, we updated the species protection studies and submitted a new application, including an Environmental Impact Assessment (EIA) and public participation for full transparency.
In February 2020, the application was approved, allowing construction to resume. The nacelles, generators, and rotor blades were mounted on the three existing towers. However, another lawsuit by Naturschutzinitiative (NI) delayed the remaining construction.
Court Ruling and Next Steps
In March, the Higher Administrative Court of Münster overturned the Aachen court’s decision, making the permit enforceable and allowing the project to proceed after over four years of legal disputes.
Currently, three turbines are operational, and the modification application for the remaining two turbines is under review. We are confident the approval will hold and look forward to completing the project.
